Greetings:

I want to introduce myself and tell you about some recent changes at Global Crossing that will help us improve the level of service we provide you, as well as identify new solutions that will better meet your business needs.

My name is Dan Wagner and I have served as Global Crossing's chief information officer (CIO) since 2002. Recently, I took on additional responsibilities as the new Executive Vice President of Enterprise Services. I'm honored to have been chosen for this role.

Dan Wagner

As CIO, Global Crossing consistently has been recognized as an innovative and thought-leading IT organization across the industry. The company has been ranked five consecutive times in the InformationWeek 500 - a prestigious list of 500 of the most innovative companies in the United States. In 2006, Global Crossing soared to be among the top five IT companies, ranking fourth on this list and number one among telecommunications providers.

I'll be applying the same drive, commitment and expertise I've used as CIO, to my new role as head of Global Crossing's fast-growing enterprise sector. And that's what's so exciting about this opportunity - our momentum is strong on so many planes. Global Crossing's enterprise growth rates have been extremely strong versus the industry, especially in our market-leading Virtual Private Networks and VoIP services. Our customer satisfaction scores consistently rank at the top of the industry. And we continue to execute successfully on our strategic plan as the marketplace demand for converged solutions continues to increase on a global scale and as the requirement to be flexible around your needs remains a mainstay of the way we operate. Put simply: we plan to build on this momentum.

As we move forward with this new market approach, one of the key players on my team will be Michael Toplisek. Many of you already know Mike, so it will come as no surprise that we've asked him to apply his more than 13 years of sales experience to a newly created role that oversees enterprise operations. As senior vice president of enterprise services operations, Mike will have direct responsibility for the global engineering organization that supports Global Crossing's enterprise business. He also will head the company's Eastern sales region in North America.

Global Crossing is known for being a ground-breaking company - a market-changer, if you will. That's why we've taken a bold new approach to improving our service and value to you. We think you'll be happy with the results as we continue to refine our singled-minded focus on you and your business.

Thank you.

Dan Wagner
